CHURCH ANNUAL MEETING

Our annual meeting will take place in St Luke’s Primary School (WV2 3AE) during our morning service on Sunday 3rd May, starting at 11am. All are welcome to attend.

Why do we have an annual meeting?
Every Church of England parish church is legally required to hold an Annual Meeting of Parishioners to elect churchwardens, and an Annual Parochial Church Meeting (APCM) to conduct other parish business. These meetings are an opportunity for church members to look back over the past year, to receive the annual report, and ask questions about the church electoral roll, church finances and buildings, and any matter of concern in the life of the parish, as well as to elect church members to serve on the Parochial Church Council (PCC) for the coming year.

What is the Parochial Church Council?
Members of the Parochial Church Council (PCC) work with the parish clergy to promote the life and mission of the church, including its relationship with the wider deanery and the diocese. The PCC is responsible for the care and upkeep of church buildings and property, and has overall responsibility for all expenditure. PCC members are trustees of the church, and are responsible for ensuring we comply with charity and other relevant legislation, including safeguarding.

Who can attend the Annual Meeting?
The meeting is open to all church members and we urge you to attend as an expression of your membership of our church. For the Annual Meeting of Parishioners only those on the civil electoral roll of the parish or the church electoral roll can vote, and for the Annual Parochial Church Meeting only those on the church electoral roll can vote.

How can I get hold of the annual report?
The annual report is produced by the PCC and we encourage you to read it before the annual meeting. You can download a PDF copy from our church website or ask the Vicar or PCC Secretary for a printed copy.

Can I stand for election?
We’re keen to encourage people of all ages and backgrounds to serve on the PCC, especially if you have skills or experience in the areas of administration, finance, or buildings maintenance. Each year we have to elect some or all of the following …

  •  2 Churchwardens who exercise an important ministry in church life by setting a godly example of lay ministry to other church members, and by helping to ensure orderly church worship, the smooth day-to-day running of the parish, and the care of church property. They need to have a close working relationship with the Vicar as a ‘critical friend’, and as someone to whom the Vicar can turn to for advice and encouragement. They have to be ‘sworn in’ to their role (usually at the annual Archdeacon’s Visitation) and are expected to share any concerns they have about the parish with the Bishop. Churchwardens become ex officio members of the PCC. They serve for a year at a time, for a maximum continuous period of six years. The role is demanding, and requires a degree of Christian maturity, but churchwardens should be assisted in carrying out their duties by other reliable church members.
  •  3 Deanery Synod representatives (elected every 3 years), whose role is to be an important link between the local church, the Deanery of Wolverhampton, the Diocese of Lichfield and the General Synod of the Church of England. Deanery Synods usually meet 3 times a year, and Deanery Synod representatives become ex officio members of PCC.
  •  PCC representatives (a maximum of 9) who normally serve for 3 years and are then eligible for re-election if they wish to continue serving. Their main role is to represent the interests and concerns of the wider church family in decisions made by the PCC.

To be qualified to stand for election you should be baptised and take communion regularly, and must have had your name on the church electoral roll for at least 6 months prior to the annual meeting. You should also not be disqualified from being the trustee of a charity.

To stand for election as a churchwarden the minimum age is 21 and a completed nomination form must be received before the start of the annual meeting. For Deanery Synod and PCC reps the minimum age is 16 and you can either be nominated before the meeting in writing, or at the meeting by two persons who are on the electoral roll.
